What is the difference between buy a DVD to rent it and buy it for personal use?

I am thinking about open a DVD rental shop and I want to know if I need an special license to rent videos. How do I start?

You won't need a specific license to open your shop as far a DVDs are concerned. The usual business licenses and such will be required. You will also need to contact a wholesaler that can provide you with the DVDs you want. Most DVD sold retail are licensed for Home and Personal use and are clearly marked that they are not for rental. Some even advertise during the trailers that it is for home use only and provide a number to report the shop that they rented it from if it is a rental.
