How to get movies to run an online movie rental and downloads?

I'm not sure what youre asking. Do you want to know how online movie rentals and downloads WORK, or are you asking advice on how to start an online movie rental business?
If you are renting online movies to watch on your PC, then you just pay for the rental, downlaod the movie (it is coded so it will only play for so long; you don't get to keep the movie after a set number of days, make sure you understand this when you download. Depending on the service, movie could be set to stop playing, depending on the number of times it is viewed. So many viewings and it wont play anymore.
Second, you should ensure you have the correct media player (with up to date codecs [programs which uncompress whatever movie you're watching into something your PC can display]) installed on your computer, for the media you wish to download and view on your PC.
